SIB Helpline : A Helping Hand for Small Enterprises
SIB (Small Industries & Business) Help Line is a prestigious project launched by the PHD
Chamber of Commerce and Industry in November 1995 with a view to assist and support the
small scale sector, the most vibrant section of our economy.
SIB Help Line has been set with a three fold perspective. These being
Information dissemination relevant to the Small Scale Sector.
Advice and guidance on matters relating to setting up and running a Small Scale Unit.
Interaction with banks, financial institutions and SSI promotional bodies to ensure that
timely assistance is provided to small enterprises.
Objectives of SIB helpline :
To ensure that entrepreneurs are provided comprehensive information relating to the
small scale sector at a single point.
To sensitise small entrepreneurs on opportunities available to them for furthering
their business potentials.
To provide a forum with a problem solving approach.
To generate awareness on the facilities/incentives available to small entrepreneurs
through banks, financial institutions and SSI promotional institutions.
To assist Small Scale Sector to upgrade itself through awareness programme on
quality, marketing, pollution control and exports.

How SIB Helpline can assist you :
Information at a Single Point
1. SIB Help Line a Data Bank on Government rules / regulations / procedures,
schemes of banks and financial institutions, corporate profiles of small
enterprises. It also has information on technologies for the small scale sector
and prospective domestic and foreign markets.
2. Members of SIB Help Line can avail of information from the publications brought
ut by the Government of India such as, project profiles, Government
rules/regulations and procedures; directories of small scale units, technology
bulletins/compendium etc.
Problem Solving
With a view to provide timely assistance to small entrepreneurs seeking assistance from
banks, financial institutions and SSI promotional institutions. SIB Help Line has coordinated
with State Directorates of Industries and SSI Promotional Institutions.
Organisations such as SIDO, DFC, NSIC, State Bank of India, TBSE, SIDBI, Commissioner
Industries (Govt. of NCT) Delhi have nominated nodal officers for dealing with cases referred
by SIB Help Line.
Advisory Services/Guidance
Through a Panel of Experts, guidance and advice is being provided to small entrepreneurs
in the following areas:
o Finance, Law and Taxation
o Exports and Marketing
Sub Contracting Exchange
SIB Help Line is an authorized Sub-Contracting Exchange, set up with the approval of
Government of India. SIB Help Line has set up a Sub Contracting Exchange having a data
bank with information on existing and idle capacities of small scale units and the
requirements of large enterprises. This would be an excellent opportunity to register the
requirements of large industrial houses and capacities of small enterprises for business tie-
ups.
· Marketing Support – Trade Fair Participation
SIB Help Line participates in national and international trade fairs, providing a platform to
its members to display their products at a highly subsidized cost.

Efforts to upgrade the small Scale Sector :
The process of liberalization and the open market concept has opened up new vistas for
the small entrepreneurs and this is the opportune time to enhance business prospects.
This calls for focus on finance, marketing and technology-areas which require attention
immediately. SIB Help Line would HELP you for :
(a) Bank Finance:
Workshops with individual banks/financial institutions are organized to help solve the
problem of small entrepreneurs. The objective is to solve the problems through dialogue
and mutual understanding of each others problems and requirements. Potential
entrepreneurs are provided guidance and advice on project formulation with focus on
working out working capital and term loan requirements.
(b) Marketing:
Through organisation or Seminars on Exports and Marketing, SIB Help Line has been
providing useful information to small entrepreneurs on aspects such as, Government
Policies, how to effectively tap domestic and foreign markets, importance of packaging and
quality upgradation etc.
(c) Technology Upgradation:
SIB Help Line is disseminating information on technology offers for small scale industries
through link up with technical institutions, NSIC and APCTT etc.
Recognition/Support by Government/Financial Institutions :
The Government agencies and banks including the Development Commissioner, Small Scale
Industries (DCSSI), National Small Industries Corporation (NSIC), Directorate of Industries,
Small Industries Service Institute (SISI), Small Industries Development Bank Of India have
lent full support to activate SIB Help Line.
